I'm going to start off light, in case you guys make me cry with your string of no's.
Devil Fruit: Osama-Osama Fruit (King-King Fruit) Type: Paramecia Ability: The power of suggestion. The user of this fruit has the ability to control the actions of others through the power of word. He tells them to jump, they jump. He tells them to freeze, they'll freeze. So long as their body is capable of it, he can command them to do it. Weakness: Self-evident, if no one can hear the commands, then nothing happens. By plugging your ears, the fruit's powers are nullified. You need to hear the person's voice in order to fall prey to its powers. Another setback is that anyone is susceptible to a given command, not just the intended target. If the command, "Jump in the water," is given, anyone in earshot follows it. If, however, the target possesses a particularly strong will, they can shake off the fruit's suggestive powers.
Devil Fruit: Kon-Kon Fruit (Soul-Soul Fruit) Type: Paramecia Ability: The user of this fruit gains the ability to project themselves out of their own body, into that of someone else's. Ultimately possessing them. They can remain in this body for as long as they like. Weakness: For obvious reasons, the user is incapable of 'taking' the body of a devil fruit user. The fruit also has limited applications, and leaves the user vulnerable when in its soul state, which looks like a small, blue cloud with a comical face that can be easily smashed into the ground.

Osama-Osama Fruit: I feel like the will power of the person should have something to do with this. Like, they can only use the whole "suggestion" thing if a person has less will-power.
Kon-Kon Fruit: I see no problems with this one, other than it's similarity to Perona's Horo Horo Fruit.

Well, the Horo Horo fruit is another bottle of wax, really. Sure, the user 'becomes a ghost' all the while creating ghosts. I don't recall her ever possessing anyone. And all those ghosts seemed to do was make people depressed. Which was pretty funny.
For the Osama-Osama fruit, isn't the earplug a fair trade off as it is? Seems rather lackadaisical if people can just stop being affected by it by being willful. I'm willing to lay some ground rules though, that prevent a vague, "Go kill yourself," scenario.

God-modd under one definition is essentially controlling another character Where such a power (under your current weaknesses) is still to god modd ish. My suggestion use ideas that other fruits have such as integrating hands into it, so a power kinda like 'Zommari Rureaux' from bleach where you touch the limb of a person and you can control it with your words but only that limb, where you can control a maximum amount of limbs though the number of hands you have.

The fruit itself is a play on the Osama game in Japan, which is fairly similar to our American, "Truth or Dare." The reason it's vocalized is not only because of its gameplay origins, but because the character, Simon, uses the phrase, "Simon says..." followed by a command. I doubt the fact that it'd be used by an antagonistic NPC would detract you from the puppeting aspect. If all else fails I might have to either work in the 'will' or gracefully retire it, along with its character.
In my defense (Someone's got to have my back), I originally designed this fruit and character for my own roleplay, as an antagonist for the players to combat. Hence the unintended godmode.

I would still suggest to go with both the Will and my Hand/Limb idea. Most people forget that allot of Df's work by the hands lol

I'm going to go ahead and reserve those two for Simon and....eh...er...I never got around to giving him/her/it a name proper. Let's just call it CP9 big bad, for now. It usually takes the name of its favorite body, anyhow.
